What bird?

We have an interesting bird in our little neighborhood. He or she returns every year about this time. It is usually in the ditches in front of our house or sometimes in the big ditch at the back of the neighborhood. I was curious to know what kind of bird it is and had scoured my handy, dandy bird watching book, trying to identify it, with no luck.
